"view X to be Y" is not idiomatic. the relative pronoun "that (of)" doesn't refer to anything. (for this to make sense, it would have to be "the NOUN of moderate growth", where the NOUN would come from earlier in the sentence.)
that无指代 擅自改变了时态
view sth as sth;between that of中的that无所指;will be时态错误,be certain是发生在现在的动作。policy maker认为现在经济不错,所以会在可预见的未来保持不变的利率。所以be certain是现在的动作
view to be 是错的 that of无指代
view X as Y才是习惯用法; that指代什么?
be certain to 只能现在是,will be 错 。
remember that constructions appearing between two commas, unless they are part of a list (X, Y, and Z), are modifiers and can therefore be struck from the sentence. in choice (c), the "who" is NOT part of the modifier (since it's outside the commas). therefore, if you strike it, you get Many financial experts believe that policy makers at the Federal Reserve who ... are almost certain to leave interest rates unchanged for the foreseeable future this is a sentence fragment; there is no main verb. analogy: my brother is a consultant --> this is a sentence. my brother(,) who is a consultant --> this is a fragment. (note that "Many financial experts believe that" is a completely disposable "warm-up" and can be disregarded without changing or restricting the grammar of the sentence at all.)
view sth. as
view... to be 错误, 应该是view ... .as between that of 的that没有指代 be certain 只能现在时,are certain to
固定搭配:view sth. as sth. 而view sth. to be sth.错误。
固定搭配:view sth. as sth. 而view sth. to be sth.错误。
