首先，E原句the number of convicted criminals given community service sentences allowing them to remain unconfined while performing ... 的前半部分主语是the number，其后跟了of, given, allowing都是修饰成分，而while显然不是修饰名词的，而是做状语修饰句子的，所以从结构上while不可能修饰任何主语the number，而只可能做to remain这个结构的状语，而对象是针对them这个在子句中的主语
