if you say "they initially believed" (主动语态), "they" 指代the people who hold some belief，后面不用接to be；比如 the materials testers found that Metal X was much better at conducting than they had believed. 但是这里they指代的是drugs，它们是“被相信的”，所以需要被动语态be believed和to be。

they既然是代词，就不能莫名奇妙的出现，必须有指代物。这里前面的复数名词只有drugs，那么也就意味着they指代drugs，但是从逻辑上drugs应该是被believe的，那么就应该有be动词置于believed之前。
