This is mostly a meaning issue. C makes it looks like surgeons are trying to do two things: plan difficult operations and develop programs. It also makes it look like doctors and nurses are similar to flight simulators. No real grammar problems here, for if these absurd meanings were the actual intent of the author, the sentence would be totally fine.
