保存不了就写下面吧。个人见解
冒号后面应该是倒桩加并列。并列部分应该是on...和on...
A.but also后面没有中心词interest rates，后面也没有tied to the prime
B.正确
C.but also后面没be tied to
D.but also后没中心词和be tied to
but also后面差个on

用了个倒装，有点不习惯，但是确实是对的。D里面后面不平行

个人觉得the interest rate 不一定非要重复（可省略），
但是关键介词on和后面内容be tied to the prime是一定不能省略的，要平行！！！
选了D就是只注意到on有，没注意后面内容是否完整。
====
速选：介词平行要有on留ABD,原文后半部分没出现be tied to the prime，因此划线前半部分的be tied to the prime 不能出现在平行部分，排除AD，留B

因为主语是prime lending rate 是key，所以后面需要阐述的原因，主语也必须是针对prime 来说。

这里倒桩了。B中正常应该是The interest rates are tied to the prime not only on most loans to small and medium-sized businesses, but also on a growing number of consumer loans, including home equity loans.
