我觉得这个题跟是不是that are没有什么太大的关系吧，是可以省略，但是最大的问题是在with上，固定搭配是不假，但是with放在这还有一个很大的问题是会造成歧义，with可以修饰internet data，也可以修饰telephone lines，不知道想的对不对
