preventing和inhibiting之间是用or还是and：prevent: to stop something from happening, or stop someone from doing something inhibit: to prevent something from growing or developing well 可以发现prevent和inhibit的关系就如destroy与damage的关系?程度不同。即prevent是阻止，使不发生，而inhibit是抑制，即减少。所以不可能既完全阻止又减少，更不可能先完全阻止后减少，所以prevent and inhibit在逻辑意思上绝对错，只能用prevent or inhibit。
