我把句子的主句搞错了，就是不是前面的floating in the waters of the equatorial pacific.而应该是 an array of buoys collects and trnsmits data on long-term...这一句。就是说这个句子的主句的主语是an array of buoys而句子的谓语是collects and transmits,额，这样就可以理解为什么后面的半句可以采用独立主格的结构了。
