The number of patents granted to inventors by the United States Patent Office dropped from 56,000 in 1971to 45,000 in 1978. Spending on research and development, which peaked at 3 percent of the gross nationalproduct (GNP) in 1964, was only 2.2 percent of the GNP in 1978. 确实，D文中很明显，美国从3%—2.2%，而日本最高只有1.6% ，所以D正确，不赞同解答里面的那种典型的GWD式的做题方法，终归还是考察逻辑，那种方法风险很大。

C只支持美国的例子，德国和日本的情况没有说明，所以不能这么推出
D文中很明显，美国从3%—2.2%，而日本最高只有1.6%

没认真读题，题目阐述了美国比例的下降趋势，和其余两国比重的上升趋势，并且给了端点值，因此可以进行比较。题目中为相对量，结果中有绝对量必然错。
