Ron："have been" implies that those disturbances (or their effects) still continue to this day. that's not true - the sentence implies that the disturbance existed only in that time period - so the present perfect doesn't make sense.

首先， 看上去as后面应该是省略~缺少主谓，就应该还原~主句谓语动词使用“助动词”have (has,had,will或者“情态动词”can,could,may,should+v 形式），比较从句可以省略V，保留助动词或者情态动词，即此处as后面从句应该保留have ~（如果看不出时态有问题的话可以通过比较从句的省略来判断）
