这道题值得品味 容易搞晕 题干条件是:1.出现differential rate的时候应该调整2.实际是有税收收入的时候政府会去调整 问的是什么情况是应该调整但却并没有的情况-->也就是rate浮动+无法增收的情况 AE uniformly,本来也不用调 B在上升,频率不同-政府会调整 C多数上升,有时小drop-政府会调整 D大部分在下降,有时微上升:满足两个条件 做这个题思路要很清晰

should reassess : change at differential rates & would not occur: government can't benefit ( tax ) if D , it is in differential rate and if re-evalute , cut in tax revenue
