best basis for the explanation 下跌的价格会使政府损失像农民所得利润征收的税——价格上涨,政府征收的税也会变多——那么就有钱来补贴政府给农民的support payments——就不是一个net burden

A。Depressed cotton prices meant operating losses for cotton farms, and the government lost revenue from taxes on farm profits. 出题的人不会直接写政府怎么样来创造收益,但是会间接地把这个概念写在某些选项中。A的意思是说如果政府不采取措施控制棉花价格下降所导致的损失的话政府就会失去这一块的税收收入。这是个“如果不......也不”的异因异果型加强句,如果没有这样做就没有某样结果,是从侧面证明了2样东西之间的联系,换句话说这句话的逆否命题也是正确的------如果政府想要不损失农业税收的话就得阻止cotton price depress,这几乎就等同于题干中的原话。

因为棉花的产量上升导致棉花的价格下降,所以政府给这些种棉花的农民一些补助让他们减少棉花的种植量,但这些补助并不会造成政府的预算问题,因为不给补助的结果还是一样的。原因:因为棉花价格下降,农民的收入减少,他们的交的税也会减少,从而影响政府的收入。
