consider...as/to be都是可以的。但是as/to be不是一定要。是可以省略的。这个选项these错误明显，应该是them。

Consider作“认为”讲, consider ... as/ to be.... 都可以, as // to be 可以省略. 既然以简洁为主, 就没必要用as . to be 了. Consider sb./sth+.(as)+形容词/名词。其中，as可以省略。consider+sb./sth.+不定式。（构成复合宾语结构,）其中，通常不定时为to be (可以省略)或者完成式

consider和portray并列 都用不定式 consider sb to be 有跟实际不相符的意味在里面，不如consider sb sth these单独不能指代人，一般情况下these也不单独指代，后面要加个名词 to consider和portray不平行 但是好像有的时候to portray的to可以省略？情况不多 these用错了，不能用来指代rural poor
