本题的conclude是不及物动词，后面跟某个结果、效果，不应该用conclude by doing/with sth。A,B,C直接排除 do sth. to one's satisfaction固定搭配，做某事以使人达到满意的程度。

conclude with sth / by doing 以什么方法结束，这里不是这个意思，所以不用固定搭配。 to one's satisfaction 是让某人满意的意思，conclude是推断，做结论，结束的意思。原句的意思就是说，如果贸易街上最后不能让美国政府满意，那么就予以制裁。
